Explanation
The word Hakam comes from the root word ha-kaf-meem and has classical Arabic connotations such as being wise, knowing the true nature of things, passing judgment, deciding, passing a verdict, judging and passing sentence, preventing or restraining from wrongdoing or corruption and turning someone back from wrongdoing or ignorance.
ALLAH is Al-Hakam (the Judge). He judges between His slaves in this world and He will judge in the next world too. ALLAH judgment is based on justice and fairness. He does not punish a person more than he deserves and He is aware of every minor and major sin that a person commits. He restores to people their rights and does not leave anyone without restoring what is his right. He is just in His running of the universe and in His decision-making. Al-‘Adl is not narrated as one of the names of ALLAH subhanahu wa ta`ala in the Qur’an nor in any saheeh hadeeth.
But the word al-‘adl (justice) is mentioned in the Qur’an as a description of the words of ALLAH.
Surah Al-An’aam, 6:115 : “And the Word of your Lord has been fulfilled in truth and in justice.”
Thus, Al-Hakam Al-‘Adl is Allah Who judges between His slaves in this world and in the Hereafter by His justice and fairness.
