Explanation
ALLAH is Ar-Raqeeb, The One who watches all things, The One who is the ever-vigilant witness, The One from whose observation nothing is hidden, and The One who observes all thoughts, deeds, and feelings.
The root word raa-qaf-ba has numerous classical Arabic connotations such as to look, watch, be vigilant, to expect, anticipate, to keep an eye on, detect, observe, to be mindful of, to be a spy, scout, observer, regard, hold in consideration, respect.

O mankind, fear your Lord, who created you from one soul and created from it its mate and dispersed from both of them many men and women. And fear Allah, through whom you ask one another, and the wombs. Indeed Allah is ever, over you, an Observer. (Quran 4:1)
I said not to them except what You commanded me – to worship Allah, my Lord and your Lord. And I was a witness over them as long as I was among them; but when You took me up, You were the Observer over them, and You are, over all things, Witness. (Quran 5:117)
